STRUCTURE OF THE E-COURSE
This course will provide lessons on particular aspects of Implementation Strategies development, focussing on the key elements: establishing cross sector links; overcoming governance challenges; facilitating stakeholder engagement.
The lessons are designed to provide participants with the most information and involvement possible. Don't assume that just because you read the lessons, you must complete them all in the same sequence they are written. However, this is our suggestion. Feel free to devote multiple days to one lesson.
Lessons will be followed by related assignments and will be completed using the tools that have been developed in the project. They have been designed as brief tasks to ensure that you fully comprehend and adhere to the content you have learned during the sessions.
Resources will be uploaded related to implementation strategies in general and to each of the key elements covered by the relevant sub-courses.

Course 2 “Enhancing SUMPs through more tailored Implementation Strategies” starts with an introductory webinar held by
LUCIANO PANA TRONCA - UCLThe webinar provides an overview of the overall course topic as well as of the different components covered by the relevant sub-topics. The video is complemented by a lesson on the development of Implementation Strategies, a linked assignment, and a suggestion for further reading.
To achieve EU climate goals, cities urgently need to ensure they have detailed strategies in place for how to successfully implement their sets of SUMP priority policy measures. The SUMP-PLUS Implementation Strategy approach consists of two parts:Implementation planning – a recommended process for planning policy measure implementation in a sequential series of four steps and Implementation management - a flexible set of organisational approaches for managing measure implementation.
This first lesson will provide you with useful information on developing supporting measures through an option generating tool and how to build a spatial clustering and temporal sequencing of measures(implementation timeline).
Deliverable 1.2 - Developing Transition Pathways towards Sustainable Mobility in European cities includes a review of the state-of-the-art in academic and practitioner evidence regarding the development of longer-term Transition Pathways for urban mobility, and sets out some key concepts for addressing this issue. It identifies some major implementation barriers to sustainable mobility policies in European cities, and proposes a new planning approach to overcome the ‘implementation gap’ and enable sustainable mobility transitions.
CROSS-SECTOR LINKS for implementation planning of measure packages
The majority of travel is not done for its own purpose, but rather because there is a need for it. People travel to different places to engage in different activities, such as going to work, making purchases, getting services (like eating out), or engaging in social interactions. The way in which these interactions with other sectors are conducted - and whether they take place in person or online -depends on the models those sectors use for conducting business and providing services.

Once an Implementation Plan has been developed detailing the core measure package (including supporting measures) and the timeline with sequencing and spatial clustering of measures, a number of institutional, political and financial issues still need to be considered.
The Governance Challenges relating to measure package delivery introduces four different approaches to managing implementation:
* Developing delivery structures and processes
* Integrating projects with strategic transport plans and across other relevant policy documents
* Scanning for and leveraging opportunities to increase resources
* Micro-managing the delivery of the implementation plan
ACCESS e-COURSESTAKEHOLDER ENGAGEMENT
Involving citizens and stakeholders is a key principle of the SUMP Guidelines (Ruppecht Consult 2019). A number of enabling methodologies and platforms have been established and tested in the SUMP-PLUS project to support active engagement and participatory approaches.
Guidance is provided on how cities can utilise appropriate approaches for engagement with different stakeholders at various points in the implementation planning and implementation management process.
