About the Tool
Cities often lack the knowledge and expertise to understand how different scales and timings of policy strategies impact on carbon emissions, especially when dealing with longer timescales, such as up to 2050. The Carbon Reduction Strategy Support Tool has been developed within the framework of the SUMP-PLUS project to fill this gap and to assist cities in identifying a suitable mix of high-level policy strategies, and their timings, that will achieve carbon targets while also respecting and supporting the other transport and environmenta; objectives that cities are looking to deliver, such as those related to safety, biodiversity, and air quality.
The tool should not be viewed as presenting cities with the answers, but rather as a starting point in revealing possible options that should then be discussed iteratively with groups of stakeholders and subsequently tested to find the most effective and acceptable mix of strategies, given the local conditions and capabilities, that achieve the desired end goal of transitioning to net-zero carbon.
The tool takes the form of an Excel Spreadsheet, and contains several worksheets. To use the tool, please download the Excel file below.
In addition, a user guide has been developed to provide more details on the different elements to the tool and how these are to be used.
